Олбани. В 1876-91 член Конгресса США [ Congress, U.S.]. Губернатор штата Огайо в 1891-95. Инициатор закона 1890 о протекционистских тарифах [ McKinley Tariff], поддержал Закон о золотом стандарте 1899 [Gold Standard Act of 1899], который положил конец неограниченной чеканке серебряных монет [ free silver]. Первоначально основные усилия направляли на проведение в жизнь Закона Блэнда-Эллисона [ Bland-Allison Act] (1878), в 1890 в союзе с частью республиканцев [Republicans] добились принятия закона Шермана о закупке серебра [ Sherman Silver Purchase Act]. Последовавшая после финансовой паники 1893 [ bank panic] отмена этого закона привела к расколу Демократической партии и переходу "серебряных" в оппозицию к ее руководству во главе с Г. Кливлендом [ Cleveland, (Stephen) Grover]. В марте 1895 лидеры блока, в том числе У. Дж. 11 Cleveland, (Stephen) Grover

В 1881 был избран мэром г. Буффало, шт. Нью-Йорк, где заслужил репутацию "мэра-любителя вето" ["veto mayor"], но избавился от коррупционеров в городской администрации. В 1881 избран губернатором штата Нью-Йорк, где также накладывал вето на законодательство, содействовавшее укреплению системы "дележа добычи" [ spoils system] и боролся с политиканами из Таммани-холла [ Tammany Hall].
